BIALL Council is responsible for carrying out the work of the Association. It oversees the work of the committees and makes decisions on the day to day running of the Association. It may make such Standing Orders as are deemed necessary for the running of the Association and will take forward proposals for the membership to consider and vote on at the Annual General Meeting.
BIALL Council is comprised of 5 Officers and 5 Ordinary Members. The officers are the President, the President Elect, the Honorary Secretary, the Honorary Treasurer, all of whom are voting members of Council, and the Immediate Past President, who is not a voting member. All 5 ordinary members are voting members of Council.
BIALL Council meets four times a year. The officers are responsible for the running of the Association between Council meetings and will take any necessary decisions in consultation with each other, the other Council members and chairs of the committees as needed.

In 2008 BIALL’s system of governance changed and the posts of elected President, President-Elect and Immediate Past President were introduced as the leadership for the Association. Previous to this the Chair was the elected executive head of BIALL The President is the Chair of the Council and all meetings, and is ex-officio a member of all Committees. The President is elected annually by ballot of the membership, but is eligible for re-election for a further term of one year. After serving for one or two terms, the President continues in office for seven days after the AGM, when the new post holder takes office.
BIALL has the power in its Constitution to invite an advisor to join as a Vice-President to provide expertise in a particular area for three years. Chris Holland, Librarian of the Law Society in London was the first person to occupy this role as an advisor on copyright in from 2009 – 2012 .
